DNIPRO, Ukraine—Ukraine President Volodymyr Zelensky and other officials said Ukrainian forces were advancing in the south and east, in Kyiv's most positive assessment of the military picture in months.
"Ukrainian flags are returning where they belong by right," Mr. Zelensky told a meeting of security chiefs Sunday.
